
Fix the demand basis early
Bring power and reliability, average and peak water, firewater, wastewater quantity and quality, gas or heat load and telecom resilience into one design basis. Early values may be assumptions, but record their source, tolerance and owner; update the utility matrix as process design develops.
Do not read technical conditions as a capacity guarantee
Technical conditions are important evidence of connection requirements and context. Capacity, status, route, protective measures, metering, reinforcement and party obligations still need to be reconciled with current provider evidence and the project design. Convert gaps into RFIs or verification actions; do not price on oral assurance.
Make off-site scope and interfaces visible
Connections may require lines, substations, pumps, storage, crossings, protection or reinforcement beyond the plot. Review route rights, third-party interfaces, existing assets and future ownership. Separate design, permissions, equipment, construction, testing, commissioning, provider charges and risk allowance in the cost basis.
Produce one integrated utility decision
Track demand, evidenced capacity, connection point, open issue, owner, cost exposure and target date for every utility in one matrix. The decision pack should state the preferred connection route, conditions, alternative and next verification step—not merely collect technical conditions.
