
Start with the decision, not the document list
The first question is whether the client is choosing a site, approving a budget, buying an asset, entering a tender or mobilising for delivery. Each decision needs a different standard of evidence. A desktop screening can identify fatal flaws quickly; a financing or acquisition decision normally needs site work, specialist inputs and traceable assumptions.
A useful entry review separates confirmed facts, third-party statements, open items and working assumptions. That prevents an attractive presentation from being mistaken for engineering readiness.
Verify the five gates
Most early project failures can be traced to five gates that were treated as administrative details rather than delivery constraints.
- Land: title, designated use, boundaries, easements, access and development controls.
- Utilities: connection point, available capacity, route, owner, upgrade scope and lead time.
- Permitting: the actual sequence from concept and surveys through design, expertise, notices and commissioning.
- Commercial basis: quantities, local rates, logistics, escalation, duties, contingency and excluded scope.
- Delivery ecosystem: licensed designers, contractors, laboratories, technical supervision and responsible decision-makers.
Treat support measures as conditional upside
Kazakhstan maintains formal investor-support channels, investment preferences and special economic or industrial zones. Eligibility, infrastructure support and benefits depend on the project structure and formal approvals. They should improve an already credible project—not rescue an unverified one.
The output should enable a decision
A strong project-entry pack ends with a prioritised risk register, a permitting and utilities roadmap, a realistic next-stage budget, named owners for open actions and a clear proceed / proceed with conditions / pause recommendation. That is far more useful than a long report that does not distinguish material risk from background information.
