Define the estimate purpose and maturity

Concept selection, investment approval, financing, tender budgeting and contract control require different levels of evidence. State the intended use, base date, currency, price basis, scope boundary and design information used. A detailed spreadsheet cannot compensate for an incomplete project definition.

Reconcile the BoQ with drawings and scope

Cross-check high-value and high-risk items against drawings, specifications and system boundaries. Look for omitted packages, duplicated quantities, temporary works, off-site connections and testing or commissioning interfaces. A quantity check also tests measurement rules, design assumptions, waste, construction method and document revision.

Test the conditions behind local rates

A rate may contain materials, labour, plant, productivity, logistics, mobilisation, certification, taxes, customs, currency and validity conditions. Separate local and imported supply, and examine long-lead equipment, remote-site conditions, seasonal constraints and escalation. A quotation is evidence only within its written scope and terms.

Turn uncertainty into an explicit decision allowance

Separate the base estimate, identified-risk allowances, general contingency, exclusions and owner costs. Contingency should relate to material exposures, not conceal missing scope. The review should end with an adjusted cost basis, critical BoQ findings, evidence quality, sensitivities and priority actions to mature the budget.
